There are 90,009 individuals currently displaced in BARMM, with majority of the displaced persons belonging in Lanao del Sur comprising 87% of the total number. Armed conflict, clan feud and natural hazard account for recent and protracted displacements due to warring factions, armed encounters between the government and hostile groups, and flooding during the reporting period.
For non-BARMM areas, 183,962 individuals remain displaced. This a notable decrease from the recorded 187,432 displaced persons in the last reporting period. The majority number of displacements comes from Region XI, which embraces 63% of the total figure reported.
MSSD BARMM presented the status overview of disasters in Maguindanao. The province of Maguindanao had experienced isolated rain showers due to localized thunderstorm on the month of October and November, resulting to flooding in 22 municipalities of the province. To date, there are still four municipalities (21 barangays) submerged in flood and affecting 7,130 families (35,650 individuals). Moreover, Datu Saudi Ampatuan and Datu Anggal Midtimbang Municipalities were struck by hurricane last 21 November. As per reports, 116 houses, two madrasah and one mosque were damaged in Datu Saudi Ampatuan, and in Datu Anggal Midtimbang, six houses were damaged. No casualties and displaced families were reported. Disaster response and humanitarian responses and common needs and gaps were also reported during the MVPCP meeting.
For Protection updates on the island provinces, there is new displacement in Brgy. Langong, Mohammad Ajul Municipality due to armed conflict between members of MILF and unidentified armed group. Approximately 45 families (255 individuals) were displaced on 20 November 2020. PLGU, MLGU and other humanitarian agencies have provided assistance and programs for the displaced families. For Sulu Province, there are no new reported displacement. 211 displaced families from Kabbon Takas Municipality have already returned to their places of origin on 20 November 2020 as part of the Balik Barangay Program by the LGU and other government agencies and humanitarian partners. Assistance and services were extended to the displaced families. Similar with Sulu Province, there are no new reported displacement. For Lanao del Sur, 55 families remain displaced. Shelter needs, improvement of water source and water stations, installation of gender segregated toilets and food assistance are the ongoing needs of the displaced families.
DSWD Regional Offices are continuously monitoring the number of displaced families temporarily seeking shelter in camps and evacuation centers (ECs) and their urgent needs. Last 23 October 2020 in Villanueva, Misamis Oriental, flash floods brought about by Typhoon Quinta resulted to displacement of 525 families. 525 family food packs were extended to the affected families. Last 2 November 2020, the affected families already left the evacuation sites and are currently living with their families and relatives. LGU of Villanueva provided family food packs, used clothing and basic kitchenware. Private organizations conducted feeding activities and distributed used clothing, basic kitchen utensils and bottled water for the families. In Brgy. Arakan, Matalam, North Cotabato, 51 families were displaced and stayed in the covered court in Brgy. Arakan. The displaced families have already returned to their habitual residences 10 days after the displacement. Meanwhile, there are 172 families affected by the armed conflict in Brgy. Tangi and Brgy. Awasian. According to CSWDO, said families have already returned to their respective communities. Augmentation assistance to the displaced families due to the said armed conflict shall be provided.
