12th Mindanao Virtual Protection Coordination Platform (MVPCP) Meeting
Cover Message
There are 94,699 individuals currently displaced in BARMM, with majority of the displaced persons belonging in Lanao del Sur comprising 83% of the total number. Crime and violence, clan feud and natural hazard account for recent and protracted displacements due to warring factions, armed encounters between the government and hostile groups during the reporting period.
For non-BARMM areas, 184,763 individuals remain displaced. This is a marginal increase from the recorded 184,182 displaced persons in last reporting period. The majority number of displacements comes from Region XI, which embraces 63% of the total figure reported.
MSSD Maguindanao presented the updates on disaster response. Military operations against lawless elements in Ampatuan, Datu Hoffer and Guindulungan resulted to the displacement of approximately 1,000 families in Maguindanao. Moreover, 11 municipalities were affected by flood due to typhoon Leon. Family food packs, non-food necessities, WASH facilities and temporary shelter materials were distributed by the LGU and MDRRMO for the families affected by the armed conflict. Identified issues on congestion in the evacuation centers, disruption of modular classes and farming activities remain unresolved despite continuous appeal from the protection actors and concerned government agencies. Said issues shall be presented during the MPOC meeting for further discussion on the interventions.
For Marawi, it is suggested to circulate mapping of responses on the persisting issues identified to eliminate duplication of response activities and to identify which issues are yet to be addressed. UNHCR stressed the importance of target-specific interventions as it has an added value to the response activities of all humanitarian actors. Suggestion is to find some ways in inviting more key stakeholders to address the persistent issues identified in Marawi and other displacement sites.
DSWD Regional Offices are continuously monitoring the number of displaced families temporarily seeking shelter in camps and evacuation centers (ECs) and their urgent needs. Family support package for MAA homeowners were provided and scheduled pay out for IDPs in target sites was completed. For the displaced IDP families in Bry. Kalilangan, they are still in need of shelter materials for construction of temporary shelters. For those IDPs affected by storm surge, DSWD Region XII provided family food packs and it has requested LGUs to provide list of assistance needed by the displaced families. For more information on displacement and humanitarian responses, please see the 12th MVPCP Powerpoint presentation.
UNHCR Philippines is working closely with key government agencies and protection actors in responding to the needs of those forcibly displaced, ensuring that protection is at the center of all humanitarian responses, and remaining steadfast in its commitment to stay and deliver.
