There are 95,684 individuals currently displaced in BARMM, with majority of the displaced persons belonging in Lanao del Sur comprising 83% of the total number. Crime and violence, clan feud and armed conflict account for recent and protracted displacements due to warring factions and armed encounters between the government and hostile groups during the reporting period.
For non-BARMM areas, 184,182 individuals remain displaced. This is a marginal increase from the recorded 182,327 displaced persons in last reporting period. The majority number of displacements comes from Region XI, which embraces 64% of the total figure reported.
MSSD Maguindanao presented the over-all picture on the recent armed clashes and family feud occurred in Maguindanao, highlighting that the recurring issues on land and military operations are chief causes of displacement. Analyses, recommendations and instructions for protection responses from LGUs were implemented, but there is a need for LGUs to be more responsive to the identified protection needs and provision of protection services than just COVID-19 focused responses. For recent displacement incidences in BARMM, MSSD is requesting all humanitarian agencies to coordinate and report displacement incidences to MSWOs per respective LGUs.
QIPs activities are currently being implemented by UNHCR, in partnership of CFSI and in coordination with IPHO, in Ampatuan, Datu Saudi Ampatuan, Talayan, Talitay and Guindulungan consisting of handwashing stations, electric pumps and latrines.
DSWD Regional Offices are continuously monitoring the number of displaced families temporarily seeking shelter in camps and evacuation centers (ECs) and their urgent needs. For the families affected by the recent earthquake in Davao del Sur, displaced families are still waiting for the construction of NHA housing. For response activities of protection partners, handover of four handwashing facilities to the four camps in Makilala was conducted last 10 September. Hygiene kits distribution is scheduled to be conducted within the month but was deferred due to rising cases of COVID-19 in Cotabato. UNHCR Philippines is working closely with key government agencies and humanitarian actors in providing response activities and services to the families forcibly displaced, ensuring that protection is at the center of all humanitarian responses. UNHCR remains steadfast in staying and delivering, especially in these challenging times.
