There are 94,475 individuals currently displaced in BARMM, with majority of the displaced persons belonging in Lanao del Sur comprising 83% of the total number. Crime and violence, natural hazards and armed conflict account for recent and protracted displacements due to warring factions, armed encounters between the government and hostile groups, and flash floods occured during the reporting period.
For non-BARMM areas, 182,327 individuals remain displaced. This is a significant decrease (26%) from the recorded 246,527 displaced persons in last reporting period, as 64,200 displaced individuals from Region XII have already returned to their places of origin. The majority number of displacements comes from Region XI, which embraces 63% of the total figure reported. MSSD Maguindanao presented the over-all picture on the recent armed clashes and family feud occurred in Maguindanao, highlighting that the recurring issues on land and military operations are chief causes of displacement. As a response, Protection partners distributed hygiene kits and MSSD Maguindanao shall be installing water facilities for target IDP communities.
On 27 August, the Bangsamoro Parliament approved during its plenary session the Special Committee on Marawi Rehabilitation report. Most of the recommendations provided by UNHCR were reflected in the report, including suggestions on addressing urgent concerns in transitory sites regarding water sufficiency, safety and security, and sanitation. The report also included UNHCR’s recommendations on offering shariah-compliant and halal financial products to provide seed capital, addressing data inconsistencies, supporting the passage of the Marawi Compensation Law at the national level, facilitating resolutions to land disputes, and incorporating transitional justice measures, among others.
DSWD Regional Offices are continuously monitoring the number of displaced families temporarily seeking shelter in camps and evacuation centers (ECs). Transitory family support packages were distributed in various barangays in Marawi, and family food packs and hygiene kits were provided by DSWD Region X to the families affected by the recent armed conflict in Kabanglasan, Bukidnon. Meanwhile, the IDPs afflicted by the recent social disorganization in Polomolok, South Cotabato were provided with family food packs and core relief items from DSWD Region XII.
